Why is my computer not allowing downloads?
This message means that your computer's security settings blocked the file. When Windows blocks a download, it is often due to browser security, antivirus interference, or system permissions.
 

Unblock a Downloaded File

  1. Open File Explorer and navigate to the folder containing the downloaded file.
  2. Right-click the blocked file and select Properties from the context menu.
  3. Select the General tab if not already selected.
  4. Locate the Security section at the bottom of the dialog. ...
  5. Check the Unblock checkbox.
